Music Tech DIY • ARP 2600 (TTSH) Noise Troubleshooting

I'm struggling with the Noise circuit in my TTSH. I get a 30v peak-to-peak pulse wave on the output of the first LM301 instead of noise. I'm using a BC337-16 and the Emitter is connected to the 100K resistor, which then goes to the +15V supply. The base is connected to ground. Collector seems to be floating. I've traced the schematic w/ continuity checks and everything seems to be connected fine. I've verified orientation and values (although some of those small caps I can't easily check). I've tried replacing the LM301 w/ a TL071 and it acts the same.
I believe I am hitting rails as I'm getting a 30v peak to peak pulse. If I measure at the junction of the emitter and 100k resistor I get about 8v DC. If anyone has any suggestions on how to further isolate what is wrong, I would appreciate it! Thanks.
