What is the acceptable power fluctuations from a power brick? ( my question relates to the Intellijel performance case but I think could be appicable for any power supply brick )
For instance I have a brand new Mean Well medical grade 15v brick ( the recommended model for Intellijel 7u 104hp Performance Cases ) When monitoring the power directly from the leads on the the case I get 15.10 to 15.36 using a digital multimeter.
Is this amount of fluctuations dangerous for typical boards / modules?

I recently added a second Intellijel Performance case and installed a single module that was working in another performance case.
Upon powering it up the lights on the modules blinked erratically, the +5 & +12v lights on the board pulsed and then a little puff of smoke came off the board from either the Q2, D2 or L2 chips pictured below.
I ordered a new power supply board from Intellijel as well as the made well brick mentioned above. Now before installing the board and powering it on again I want to make sure that fluctuations from the brick or possibly the power socket on the case are not what caused the short / burn out. I suspect it was the board and Intellijel support said it was unlikely the jack components would have caused it but want to make sure before potentially frying a new one.
PS The brick is plugged into a Black Lion PG-P Plus Power Conditioner and I am not seeing any issues with the wall power.
