I think it's fair to compare these. Both are about the same price and cover a lot of the same territory.
URR - 10 hp
One internal VC clock, dedicated to the Random Pulse. It can be patched to the S&H trigger inputs.
Two independent S&H, plus the Toggle out feature.
A separate linear slew.
A Random Flux output with a trigger in, CV smoothness, CV distribution.
No separate noise output; noise has to come through the S&H by fast (external) clocking.

Some people will prefer the cleaner, easier to understand layout of the URR over the oddball Bagai panel. The internal interactions of the URR are simpler and also easier to understand.
I'm contemplating buying a pair of Bagai. The main thing URR has over Bagai, IMO, is the two independent S&H. I have a lot of other S&H modules already. I think that with two of the Bagai, I'll have even too much random capability. Is that possible?![:cloud:]( "This is fun!")
I could get one of each, but I'd have to keep juggling my brain between them. Maybe I'll just get one Bagai.
